The program that the Archive used to derive that h.264 file is too crude.

reveals this about the source file:

Stream #0.1: Audio: mp2, 48000 Hz, stereo
Note that the display-aspect-ratio is 4:3 and the pixel-aspect ratio is 16:11.
The well-known program mplayer
reveals this (among other things) about the source file:
In other words, the aspect-ratio of the picture is 1.3333.
The Archive's program, in its infinite simple-mindedness, completely ignored the aspect-ratio information in the original file and assumed that the pixels were square.
I have deleted the botched .mp4 file. This weekend, I will transcode the original file in order to produce a file that uses square pixels and that has the correct aspect-ratio, since this task is beyond the Archive's capabilities.
